2017
- Lilith Fund and Texas Equal Access Fund began advocating for the first version of Rosie’s Law which would have restored Medicaid coverage of abortion care.
- Rosie’s Law did not receive a sponsor but legislators did wear roses on the House floor in honor of Rosie and Rosie’s Law.
2018
- Frontera Fund joined the fight for Rosie’s Law and hosted a vigil in McAllen to honor Rosie’s life and legacy. The vigil was hosted near the site of the hospital where Rosie tragically lost her life and the only remaining RGV abortion clinic at the time.
2019
- Historic first bill filing: On January 17, 2019, Rosie’s Law was officially filed by Representative Sheryl Cole for the first time and received its bill number, HB 895.
- The Rosie’s Law Coalition (Frontera Fund, Lilith Fund, TEA Fund) led 2 press conferences to celebrate the historic bill filing on Feb 14th in both Austin at the Capitol and in City Hall in McAllen.
2020
- The Rosie’s Law Coalition and All* Above All collaborated with Hart Research to create and conduct a public opinion poll. The poll showed that a majority of Texans support Medicaid coverage of abortion care, and respond well to gender inclusive language.
- The Rosie’s Law bill language was expanded to restore private insurance coverage of abortion care to undo the private insurance ban that the legislature passed in 2017.
2021
- The Rosie’s Law Coalition launched this website and our campaign logo.
- Historic bicameral bill filing: On January 26, 2021 Senator Sarah Eckhardt filed Rosie’s Law in the Senate for the first time and Representative Sherly Cole re-filed Rosie’s Law.
2022
- The Supreme Court eliminated federal protections for abortion care through the Dobbs decision.
- The Rosie’s Law Coalition expanded Rosie’s Law to remove cost sharing requirements for abortion care and to expand coverage for contraceptive care.
2023
- Rep. Sheryl Cole and Senator Sarah Eckhardt filed the expanded Rosie’s Law adapted for a post-Roe world.
2024
- The Rosie’s Law Coalition expanded Rosie’s Law once again to add a requirement for insurance coverage of pain and anxiety management for birth control device insertion and removal.
- Historic early bill filing: Rep. Sheryl Cole and Sen. Sarah Eckhardt filed Rosie’s Law on the first day of bill filing for the first time.
- The Rosie’s Law Coalition celebrated the historic early bill filing with a press event attended by supporters from across Texas.
